ASML EUV exports turned into a government question in 2019, after fifteen years when the only thing anyone asked about this machine was whether the source could be made to work and what it would cost. Both are settled now. EUV is printing chips that go into products you can buy, and the argument has moved to who is even allowed to own the tool. A science project a few years ago now gets handled as an instrument of national power, and ASML is caught in the middle.

EUV went into volume production for the first time this year, carrying the most critical layers of a leading-edge logic process at TSMC, and the engineering milestone almost got buried under the politics around it. I wrote separately about that node and the chip it went into, and about EUV finally reaching production two years ago, but from ASML’s side the point is simpler: the bet placed more than a decade ago paid off in the only way that counts, a customer making money on the tool. The first EUV layers are swapping out the ugliest multi-patterning stacks immersion was forced into. The throughput holds, the yields are workable. After all the slipped dates, it is finally a product line.

Any company that wants to build the most advanced chips, anywhere on earth, now needs ASML tools to do it. No alternative supplier, no domestic substitute a government can conjure up on any useful timescale. I have watched plenty of tech monopolies form, and most rest on software lock-in or network effects that rivals eventually chip away at. This one rests on twenty years of accumulated physics and a supply chain nobody else has assembled. You do not reverse-engineer that in a five-year crash program, which is exactly what makes governments nervous.

Washington has noticed, which a monopoly this absolute was never going to avoid. The United States is deep in a technology fight with China and has landed on a simple insight: you do not have to control China’s chips if you control the one machine nobody can make them on. ASML is Dutch, but its EUV tools carry plenty of American technology, not least the light source it bought from Cymer in San Diego, and that hands Washington a lever over what ASML sells and to whom. The pressure runs through The Hague rather than head-on, so the Dutch government suddenly finds itself refereeing a fight between its most important technology company and its most important ally.

One EUV system was on track to ship to a Chinese customer, the same leading-edge sale ASML makes everywhere else, and this year the export license quietly stalled. The machine is not going to China. No EUV scanner has ever been installed in a Chinese fab, and at this rate none will be for a long time. The official language stays careful and technical, but the meaning underneath is blunt: China is being cut out of the single most important tool in advanced chipmaking, by a decision made in The Hague under pressure from Washington, with nothing Beijing can buy to route around it.

China is one of the largest and fastest-growing markets for chipmaking equipment, and ASML sells a great deal of older immersion and DUV gear there, all of it still allowed. The crown jewel, though, is now off the table for Chinese customers by government order. ASML did not ask for this and cannot overrule it. The company that spent two decades building the most valuable tool in the industry has just learned it does not fully control who gets to buy it. I suspect this is the first restriction of many, because once a government finds a chokepoint this clean it rarely stops at one license.

For most of the years I have followed ASML, the only thing between the company and the leading edge was physics: the source, the masks, the optics, the cost. Those are mostly behind it. What sits in front of it now is not an engineering problem at all. ASML built something so essential that owning it became a matter of statecraft, and the firm from Veldhoven answers to capitals it never planned to deal with. The hard part was never going to be making the machine work. It was always going to be this, the part where ASML builds the most important tool on earth and then waits to be told where it may send it.
