The World Radiocommunication Conference that will carve up the spectrum for the next generation of wireless is scheduled for October and November of 2027, and it is being held in Shanghai. Sit with that for a second. The single most important standards-and-spectrum event of the decade, the one where governments fight over which frequency bands 6G gets to live in, lands on Chinese soil. And on July 27, the Trump administration answered by rolling out a coalition of more than twenty governments whose entire reason for existing is to walk into that room in Shanghai already agreeing with each other about how to box out Huawei and ZTE.

That is the whole story in one image, and I find it one of the more interesting geopolitical setups in tech right now: a Western bloc coordinating years in advance to win a rules fight that will be adjudicated in the home stadium of the team they are trying to beat.

The vehicle is a document the NTIA is calling the Call to Action for 6G Leadership and Security. It is not a treaty, it is not funding, it is not a standard. It is a pledge. The participating governments commit to promoting a 6G that is, in their words, open, interoperable, secure, resilient, AI-supported, highly innovative, and resource efficient. Strip the adjectives and what they are really promising each other is that when the technical submissions and spectrum votes start landing, they will land as a coordinated bloc instead of twenty-five separate national positions that China can pick off one at a time.

The country list tells you exactly what kind of coalition this is. Besides the US: the UK, Germany, France, Italy, Japan, South Korea, Australia, Canada, Sweden, Finland, Denmark, Norway, Czechia, Estonia, Latvia, Lithuania, Romania, Greece, Albania, plus a Western Hemisphere tail of Costa Rica, Honduras, Panama, and Paraguay, and the Philippines out in the Indo-Pacific. Roughly two dozen names depending on which press release you read, because the number kept ticking up over the launch week from “more than 20” to 24 to 25. It is the Five Eyes, most of NATO’s telecom-relevant members, the East Asian democracies with real vendor ecosystems, and a scatter of smaller states that mostly matter as votes at the ITU. Notice who is not there. No India, which is running its own Bharat 6G Alliance, now past ninety members and writing its own spectrum roadmap. No Gulf states, even though the Middle East is about to run the world’s first commercial U6 GHz deployments. This is the trusted-partners club, and the membership bar is political before it is technical.

Arielle Roth, who runs the NTIA and doubles as Assistant Secretary of Commerce, has been telegraphing this for months. Back at a March event, she said the quiet part plainly: that technological superiority and national security are two sides of the same coin, and announced the Call to Action was coming. The framing she keeps returning to is that 6G will be “dramatically different” from 5G and therefore needs a “dramatically different playbook.” I think she is right about the first half, and I am skeptical about the second, and the gap between those two is where this whole thing gets interesting.

Here is the dramatically different part, and it is real. 6G is not being designed as the thing that makes your phone faster. It is being designed as an AI-native fabric: software-defined networks, open interfaces, terrestrial and satellite links stitched together, the network itself running machine learning to manage machine learning. Qualcomm is talking about pre-commercial 6G silicon as early as 2028, and commercial deployments in 2029, and it describes 6G as the connective tissue between data centers, network edges, and devices. When Roth talks about a “symbiotic relationship” between AI and broadband, that is the pitch: whoever owns the 6G layer owns a chunk of how AI actually reaches the physical world. That is a much bigger prize than 5G ever was, and it explains why a government would bother coordinating a coalition around a technology that will not replace 5G until sometime in the 2030s.

The playbook, though. The playbook is where I keep getting stuck, because the Call to Action is deliberately not a subsidy program. Washington’s bet is coalition-based, not dollar-based. The theory goes that if you align two dozen allied markets around shared security principles and compatible spectrum policy, you create a market bloc large enough that Western vendors- Nokia, Ericsson, Qualcomm, and increasingly Nvidia on the AI-infrastructure side- can win on scale without the US having to match Beijing R&D dollar for dollar. It is a clever way to fight a war you are not sure you can afford to fund directly. It is also, if I am honest, an admission. You do not build a market-access coalition from a position of technical dominance. You build one when the other side is ahead on the fundamentals, and you need to change what the fight is about.

And the other side is ahead on the fundamentals. As of the first half of 2025, China accounted for roughly 40 percent of global 6G patent applications, more than any other country. China became the first country on earth to formally dedicate a spectrum band, the Upper 6 GHz range from 6,425 to 7,125 MHz, specifically to 6G field testing, which means Chinese operators and Huawei are already out there collecting the real-world propagation and interference data that will dominate the technical submissions at that Shanghai conference. China Mobile holds the lead rapporteur role for the first 6G scenario-and-requirements project inside 3GPP, the body that actually writes the standard, with the binding 6G protocol freeze locked to December 2028. And Huawei keeps proving it can route around the sanctions meant to strangle it: the same company that built the LogicFolding packaging trick to squeeze flagship transistor density out of 7nm DUV has spent years quietly assembling a 6G patent portfolio and is now pushing its Upper 6 GHz hardware stack as the natural home for what it claims will be a hundred billion AI agents by 2030. This is not a country that is behind and pretending to be ahead. It did the unglamorous standards-body groundwork early, and it is sitting on structural advantages that a pledge signed in Washington does not touch.

Which is the thing the coalition cannot say out loud. Beijing’s counter-narrative writes itself, and they have been running it since 2024: China frames its 6G program as “open cooperation,” points out that Nokia Shanghai Bell and Ericsson both participated in its domestic 6G trials, and notes cooperation agreements with South Korea, Europe, and India. Set that against a US initiative whose explicit purpose, as reported out of the launch, is to give allies a coordinated way to promote their own security and architecture standards specifically to counter Huawei and ZTE, and you can see the rhetorical trap. The West spent the 5G decade insisting standards should be neutral, technical, and global. Now it is assembling an ideological bloc and asking everyone to pick a side before the technology exists. Roth has been careful about this, arguing against turning ITU-style bodies into “centralized regulators” and for standards that “foster competition rather than predetermine outcomes.” I get the principle. I also notice that a coalition built to predetermine who is excluded is a strange vehicle for a philosophy of not predetermining things.

None of this is starting from zero, to be fair to the effort. It builds on the Global Coalition on Telecommunications, the GCOT, which the US, UK, Japan, Canada, and Australia stood up back in 2023 and which put out a set of 6G Security and Resilience Principles at Mobile World Congress in Barcelona this past March, the same event where Finland and Sweden, the two homes of Ericsson and Nokia, formally joined. The West has also had the industry-side scaffolding for a while: the Next G Alliance under ATIS in North America, Europe’s Hexa-X flagship projects led by the same two Nordic vendors, Japan’s XGMF, Korea’s programs. What the Call to Action adds is government-to-government coordination stitched across all of it, with actual deadlines. Participating countries are supposed to name national 6G points of contact within a month, kick off industry and academic consultations within three, and hold in-person strategic talks within a year. Deputy Commerce Secretary Paul Dabbar and the German ambassador were on the bill for the launch event at CSIS, which tells you the administration wants this read as diplomacy, not just a press release.

I am not going to get into the domestic spectrum-pipeline fight here, the whole NTIA-versus-Pentagon wrestling match over which federal bands get freed up for commercial 6G, because that is its own post and it is honestly the part that will decide whether America has anything real to bring to Shanghai in the first place. Coalitions are cheap. Clearing 500 MHz of contested federal spectrum is not.

So does it work? My read, and I have gone back and forth on this all week, is that the coalition is the right move made from the wrong position. Coordinating allied markets so Western vendors have somewhere to sell, and so the ITU spectrum votes do not fracture, is the one lever the US has left that does not require outspending China, and it will probably keep Huawei and ZTE frozen out of allied networks the way the 5G rip-and-replace campaign eventually did. That is a real outcome, and it matters. But it is a defensive win. It protects a bloc; it does not close a patent gap, and it does not put a Chinese-caliber pile of U6 GHz field data on the Western side of the table before that December 2028 freeze. The deeper problem is the one I keep circling back to on the silicon side, the same EUV wall that decides how far China’s foundries can actually climb: standards, like process nodes, get decided by whoever shows up with the most deployed reality, not the most signatures. Right now that reality belongs to the one country hosting the conference where the pledge gets tested. Ask me again after Shanghai.
